First I present a partial vision of a front-end.
Features or functionality has not been defined completely.
I know that there will be a tech language format not unlike the Health Industries HL7 file format. The communication mechanisms/relationship between many patients and a Doctor bears resemblance to a patient voter and elected official that think they can fix things.
More than willing to discuss this is a direction.
I know there will be a data exchange of those messages - as there are to HL7 messages.
For today, for those with current Android phones - I created a - do nothing/"Hello World" app and published it to the Google Playstore. It is free and available now. This is the first step. I now have the capability to publish to the Phone form factor world.
I used Android Studio and a YouTube tutorials.
The buttons do nothing - but I have control to create and publish
Reality step #2 is to start experimenting - This coming weekend or maybe even tomorrow, I will publish a functional buttons. - Hey what do you want for doing something before work.

Poltical Technological Imagining #1
Here is the proposal. This is not all - just the tip of sword or iceberg
Imagining #1:
Setting #1: Your smartphone - to match my mental image - an Android Galaxy Note 5
Application #1: Pandora-like - Thumbs up/Thumbs Down as the platform.
Content#1: Public Political Snippets on the order of 2-3 min.
User Story #1: The User has 3 options when presented a question at the bottom (much like the title of a song - but longer) and the audio/visual is a candidates response to the question. The 3 options are No-Response, Yay, Nay. This is information about this is processed for consumption
The information is saved in an HL7 styled message. More on this later...
The end result is data can allow anonymous communications between the individual voter and then Candidates, Elected Officials, Medias, Lobbyists.
It is a form of a personal virtual debate forum that enables voter to track response and a personal platform of specific issues with responses.
Objective: Provide a political device to disable unproductive political rhetoric - like obstrsuctionism and confrontationalism. Putting power in the actual/physical hand of "We the People"
Remember this is an imaging of an undiscovered country.
See a mock ups below:
First a screen scrape from my phone - of Pandora
Then
1) Replace image of Jim Croce Album with a Candidate image
2) Note the functionality and placement of Advertisement for future reference
3) Replace "Time in a Bottle" with a question from a Reporter or a public Debate
Note: Both Republican and Democratic contenders are presented below:

In the coming weeks I am going to continue a thought experiment involving the technology in or at your hands and governing. It is time to see who is interested in finding an undiscovered country and being a pioneer. It is about a alternative that is not direct democracy. It does not involve me or anyone I know running for public office. A requirement involves using technology to govern in fashions or methods not yet publicly demonstrated...more to come in small portions (that's all that I have time for before work)
