A disruptive innovation is an innovation that helps create
a new market and value network, and
eventually goes on to disrupt an existing market and value network (over a few
years or decades), displacing an earlier technology. The term is used in
business and technology literature to describe innovations that improve a
product or service in ways that the market does not expect, typically first by
designing for a different set of consumers in the new market and later by
lowering prices in the existing market.

A
proposition: Initiate a sequence to develop a "government-to-constituent communications and citizen
engagement" via technology to be sponsored by the People of Egypt and of
the People of the United States for the future security of the People. Whether
Egyptian or American - a technological voter centered designed can be created
to develop a new market.
A currently
hypothetical Bill of Rights in Egypt and the American Bill of Rights can be
different in content.
They can utilize a
common technological open source platform to be developed without giving up
sovereignty or disrupting current governance until ready.
The need is to
create a new business/corporate citizen and marketplace and technological tools
for the People to develop the content of
governance - like a Bill of Rights
The act to sign on
to such an effort is an act of a volunteer to be a pioneer and explore an
"undiscovered country"
